Keith DEAN, CPA
EXECUTIVE DIRECTOR
Originally serving as the controller for the Florida Sheriffs Association, CPA Keith Dean was tasked with managing all fiscal operations and special projects. During his tenure at FSA, Keith transitioned the Teen Driver Challenge from a government grant to a privately funded program and established the Florida Sheriffs Explorers as a 501©3 organization.
The sheriffs selected Keith to establish and manage the Florida Deputy Sheriffs Association, which he grew from a concept into a 25,000-member association with accident, survivor and financial assistance programs, a deputy-focused legislative agenda and cohesive training. FDSA’s Board of Directors subsequently named Keith as its Executive Director.
With a post-graduate degree in accounting from Florida State University, Keith also serves as supervising instructor of political science courses at Florida State University. He also serves on the Florida Institute of CPAs’ Legislative Committee and as a resource to legislators and government agencies as an expert in nonprofit subject matter.
JOHN CREAMER
DEPUTY EXECUTIVE DIRECTOR
After more than three decades in law enforcement, John Creamer retired as a chief deputy before joining the FDSA staff. As our deputy executive director, John is our “man on the street,” and you will probably see him at training summits or visiting one of our 67 Florida sheriffs’ offices.

As the FDSA Accounting and Claims Director, Kay Rowe is a long-time staff member who handles accounting needs and all claims.

Membership Director Barb Sipperly stays very busy supporting more than 25,000 members across Florida.
WAYNE RAMBO
Director of deputy relations/engagement
Wayne helps Florida’s deputy sheriffs and FDSA members make the most of their FDSA membership benefits and programs. Wayne is a United States Marine Corp. combat veteran and served Florida as a law enforcement officer for decades.
